JOB PURPOSE:

Placement and management of suitably qualified and experienced professionals for MSF’s country programs worldwide and support their growth and retention in the organisation in order to support timely placements of Internationally Mobile Staff (IMS) for MSF’s global mission.

KEY ACCOUNTABILITIES:

Expected End Results (“WHAT”) & Supporting Activities (“HOW”)

Responsible for the placement and career management of the profiles
– Facilitate staff reflection on longer-term ambitions and career aspirations, translating these into actionable career and development plans that benefit both individuals and the organization.
– Coaching of IMS regarding the career paths and identify their development needs.
– Providing guidance in the means of development that MSF can offer
– Establishing concrete personalized plans
– Be a person of trust and maintain regular contact with IMS before, during and after their assignment.
– Ensures a maximum number of placements, as set in pre-defined targets, whilst retaining professionalism and quality, for experienced as well as first departure candidates.
– Contributes in the annual pool analysis exercise and develops action plan to in order to ensure availability of profiles to meet the supply commitments with Operational Centers (OCs).
– Maintain real time database and individual records of IMS observing privacy and confidentiality requirements.
– Facilitate MSF training for selected candidates and keep members of the pool informed about available trainings and placements to facilitate diversified growth and support their career growth in the organization.
– Responsible for IMS retention on individual and group level by supporting career growth for them in the pool.
– Support development of a coordinators pool including external and internal as per the needs of the organisation.

Support Field HR networking activities in coordination with Recruitment Unit.
1. Provide information for HR website updates on para and non-medical profiles
2. Provide support for networking of particular profiles from the pool based on the needs arising in the field.

1. On request gap-fill as per requirement of the organization.
2. Adherence to Data Protection Policy

KEY DIMENSIONS
 Pool of professionals to be managed: 100 – 120 (annually reviewed)
 Placement target: 40 – 60 (annually reviewed)

Key Performance Indicators:
 Fill the number of IMS departures as set in pre-defined targets
 Number of IMS attending trainings: 60% of the pool(reviewed based on needs)
 Real – time Data Management of field HR.

Requirements Other Indicative Requirements:

Educational Qualifications & Functional / Technical Skills
 Minimum Bachelors and preferably in Human resources or equivalent qualification

Relevant Experience (Type of experience and minimum number of years)
 Minimum 2 years of work experience in the management position
 Background in logistics particularly in MSF field context is a valuable asset

Other requirements (Behavioural, Language, Certifications etc.)
 Good HR knowledge policies and processes – excellent proficiency of MS Office particularly MS excel is a requirement
 Excellent critical thinking and problem-solving capacity
 Dynamic and proactive, creativity and initiative
 Good inter-personal and communication skills
 Willingness to travel within South Asian countries and internationally

Contract duration is one year with a possibility of contract period extension.

Compensation gross per month: LKR 456628 (USD 1392) to LKR 545238 (USD 1662). 13th Month bonus additional.
