Job description

The Senior Project Manager will lead the City Schools construction project management efforts for the contracts for new construction and major renovations for multi-million dollar capital program

Essential Functions
• Leads Construction Project Managers, inspection personnel and other City Schools team members in the coordination and compliance of educational facilities design and construction projects.
• Serves as approving authority for work through recommendations to the Director, and others, as required.
• Ensures that the work complies with current and relevant contracts, governing codes, standards and best practices and policies of City Schools, City of Baltimore and the State of Maryland.
• Supervises professional and support staff in the management of capital projects work related to procurement, construction/renovation, inspections and turnover/closeout phase activities. Participates in the development of the project management and inspection components for construction projects.
• Ensures the review of architectural, engineering and construction plans and specifications for fiscal and technical sufficiency, as required.
• Consults with project personnel, including contractors and technical experts to address design, construction/renovation problems and recommend potential solutions.
• Conducts regular reviews of schools under construction to ensure adherence to requirements.
• Utilizes computer software in preparation, analysis, and reporting on construction projects.
• Reviews and resolves change orders and claims for construction projects, with appropriate technical and legal advisors.
• Provides general and technical oversight and makes recommendations regarding planning, design and construction/renovation of school facilities to general contractor, construction managers, or other construction team members for the management of construction projects.
• Researches, formulates and enforces standards for design, engineering solutions, materials, quality of installation and maintenance of construction of public school facilities.
• Participates in financial and resource management administration through providing input into the capital budget formulation process; reviewing and processing payment invoices; ensuring project cost stability; processing change orders; analysis of bids and contractors; tracking and maintaining accurate records of expenditures and commitments for school projects.
• Supports user and community involvement in City Schools’ capital facilities projects.
• Certifies the completion, commissioning and occupancy of school facilities in accordance with City Schools and State requirements.
• Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board’s policies and the professional standards.

Maximum Salary 117093.00

Minimum Salary 89069.00

Desired Qualifications
• Bachelor’s degree in engineering, construction management, business management, or a related field. Degree must be from an accredited college or institution.
• Eight years’ practical experience in construction management or compliance management in a construction-related field. Project management for multiple or concurrent facilities projects including a minimum of two years’ supervisory experience is preferred.
• Possession of a valid Professional Engineer or Architect’s license issued by the State of Maryland Board of Professional Engineers and Land Surveyors preferred. Licensure or professional certification in another area will be considered in combination with construction-related experience.
• Valid class C non-commercial driver’s license.
• Thorough knowledge of educational facilities architecture and engineering design, commercial or industrial construction and installation means and methods, operating and maintenance considerations associated with various sophisticated building systems.
• Demonstrated ability to effectively prioritize ongoing and multiple projects to address multiple tasks, technical issues, and address contingencies on simultaneous projects.
• Demonstrated skills in construction monitoring, resolving conflicts or managing a technical workforce that addresses drawings, specifications, materials, compliance, and related matters.
• Experience in projects that utilize various forms of construction contracting.
• Demonstrated in-depth skills at reviewing project close-out and building commissioning requirements. Demonstrated ability to establish and maintain effective working relationships with consultants, contractors, City Schools’ personnel and partner stakeholders at all levels.
• Demonstrated experience in public sector competitive procurement processes and policies. Thorough knowledge of applicable building codes and standards, ordinances, and regulations. Proficient skill in the use of personal computers and relevant design and office applications. Good interpersonal, presentation, oral and written communication skills.
