Job description
The International Water Management Institute (IWMI), a CGIAR Research Center is seeking for an innovative & multi skilled candidate to join its headquarters in Battaramulla, Sri Lanka as the Senior Human Resources Officer.
The Senior Human Resources Officer is responsible for efficiently implementing the organization’s Learning and Development (L&D) activities and promoting a culture of continuous learning within IWMI. This role also involves providing guidance and administering performance management initiatives, as well as overseeing capacity development efforts. Additionally, the Senior Human Resources Officer will be accountable for managing internships and graduate fellowships across IWMI.
DUTIES & RESPONSIBILITIES:
Performance Management,
• Continuously improve the performance appraisal system, integrating IWMI’s core competencies, values, and key performance indicators, while providing guidance to management and staff.
• Support frontline managers in effectively utilizing performance metrics for operations, mitigating risks, adapting to organizational changes, and collaborating on performance improvement plans when necessary.
• Develop and deliver training on performance management, report on outcomes, and assist with processes related to performance-based pay, promotions, and rewards.
Capacity Development,
• Ensure the delivery of all required training programs, including statutory, mandatory, developmental, and organizational change initiatives for both new and existing staff, while maintaining up-to-date training content.
• Monitor and incorporate regulatory changes into training programs to ensure compliance with mandatory requirements.
• Design and deliver learning and development (L&D) solutions aligned with the HR strategy, utilizing various methods such as computer-based training, self-managed learning, and on-the-job training.
• Collaborate with stakeholders to develop business-focused training programs, manage external consultants, and evaluate the effectiveness of interventions against KPIs.
• Enhance L&D communications and provide high-quality customer service by addressing training queries and fostering knowledge sharing across the organization.
• Oversee IWMI’s learning platform, ensuring courses remain relevant, and learners are kept informed and supported throughout their development journey.
Fellowships & Internships,
• Drive IWMI’s Fellowship and Internship programs by building and maintaining networks with universities and organizations and overseeing the recruitment process through various channels.
• Supervise internship placement processes, providing regular progress reports to the Manager – People & Culture and the Management Team.
• Manage comprehensive databases for recruitment contacts, current interns, and fellows, to support talent management and program enhancements.
• Facilitate the evaluation process, implement program changes based on feedback, and ensure timely processing of payments and invoices.
• Monitor and update intranet information related to the programs, working with communications staff to maintain accuracy.
• Collaborate with Assistant HR Officers to promptly address inquiries related to the internship and fellowship programs.
Employee Relations & Special Projects,
• Assist the Manager – People & Culture in organizing and executing employee engagement activities and contribute to special projects as needed.
• Support HR projects by preparing necessary documents, tracking timelines, and ensuring the timely delivery of project deliverables.
EDUCATIONAL QUALIFICATIONS & EXPERIENCE:
Essential,
• University degree in Human Resources, Business Administration, Management, or a related discipline, or a Chartered Qualification in Human Resources Management from a recognized professional institute.
• Minimum of 05-06 years of experience in Human Resources, Learning and Development, Performance Management related HR administration, and/or HR generalist roles.
Desirable,
• Hands-on experience in Learning and Development, with expertise in Performance Management within an international organization.
KNOWLEDGE, SKILLS & ABILITIES:
Essential,
• Excellent oral and written language skills in English, including effective listening and strong verbal and written communication abilities.
• High proficiency in digital HR systems and processes.
• Ability to handle sensitive and confidential information in a professional manner.
• Personal attributes such as high standards of conduct, respect, flexibility, and sound work ethics.
• Ability to effectively establish priorities, and plan, organize, implement, and monitor work activities with limited supervision.
• Excellent interpersonal skills and the ability to establish and maintain effective working relationships with people in a multicultural and multi-disciplinary environment, with sensitivity and respect for diversity.
• Proven ability to manage multiple competing priorities under strict deadlines with minimal supervision and great attention to detail.
This is a nationally recruited position and only Sri Lankan nationals will be considered. IWMI offers a competitive salary and benefits package, inclusive of health insurance, life insurance, accidental death and dismemberment (AD&D) insurance, and long-term disability coverage. The duration of the contract will initially be for a period of three years with the possibility of extension.
