Job Title: Deputy Project Manager (Consultant)

Location: Colombo, Sri Lanka

Contract Duration: November 1, 2024 – October 31, 2025

Working Days: 5 days per week, 8 hours per day for a maximum of 20 days per month unless pre-approved

Resolve to Save Lives (RTSL) is a US-based, global public health organization with a mission to prevent 100 million deaths from heart disease and to make the world safer from epidemics. We are led by Dr Tom Frieden, former director of the U.S. Centers for Disease Control and Prevention. Since 2017, Resolve to Save Lives has partnered with low- and middle-income country governments, multi-lateral agencies, academic and other civil society partners, and communities to build capacity for and support the implementation of enabling policies and effective programs to treat and control hypertension, reduce sodium intake, eliminate artificial trans fat, and strengthen systems for epidemic prevention.

The Cardiovascular Health (CVH) team at RTSL provides technical assistance in developing cardiovascular disease prevention programs to help countries improve the heart health of their people.

Position Overview

The Deputy Project Manager will plan and implement the activities needed for the national expansion of the hypertension control program in Sri Lanka. This will be done with national, provincial and district Health Ministry units to improve hypertension control rates at the population level. The Deputy Project Manager is required to travel throughout Sri Lanka to monitor and support project implementation.

Core Tasks and Activities

Under the direct supervision and strategic guidance of Resolve to Save Lives (RTSL) and the Sri Lanka Ministry of Health, the Deputy Project Director will:
• Assist the Deputy Director General of Non-Communicable Diseases (DDG NCDs) in ensuring technical and operational coordination between various implementing units within the Ministry of Health and other stakeholders
• Maintain accurate and up-to-date project files
• Facilitate the timely submission of project-related reports and documents to RTSL and other institutions as required
• Facilitate the organizing of steering and review committees
• Provide technical inputs to stakeholders and ensure set targets are achieved
• Support the DDG NCDs in reviewing implementation issues and taking necessary actions to mitigate them in consultation with relevant agencies/units
• Provide necessary guidance and technical advice to district leaders, medical officers (NCD), and other project staff
• Support the DDG NCD with procurement processes, e.g., technical evaluation documentation, bidding process, specifications, bid evaluation reports
• Support efforts to enhance program quality and disseminate program results to stakeholders
• Undertake regular analysis and interpretation of program data to support appropriate follow-up actions by the government and partners
• Perform other tasks as may be needed or required by RTSL in consultation with MOH Sri Lanka

Contract Management

The Deputy Project Manager will submit all work and deliverables to Danielle Cazabon, Senior Program Manager at Resolve to Save Lives, and Dr. Champika Wickramasinghe, Deputy Director General of the Ministry of Health. Danielle Cazabon will manage the contract and monitor progress toward the completion of the work and deliverables.

Qualifications And Experience

Education required:
• A Diploma or higher degree in project management
• A Diploma or higher degree in procurement management
• Bachelor’s degree from a recognized university
• Additional qualifications in accountancy, medicine, public health, allied health or related fields will be an advantage

Experience required:
• At least five years of relevant experience in project management, including procurement, advocacy and partnership building, facilitating trainings, meetings, and workshops, and writing technical reports and documentation
• Experience working with national government agencies and other relevant agencies
• Experience working with donor-funded projects
• Knowledge of public health / NCD prevention and control will be an asset

Skills / Technical skills and knowledge:
• Strong organizational and project management skills
• Demonstrated ability to establish and maintain partnerships
• Proficiency in basic computer programs and project management tools
• Strong report-writing skills

Language Fluency:
• Excellent verbal and written communication skills in English

Remuneration
• Daily Rate: LKR 10,000 for up to 20 days per month.
• Additional Workdays: Pre-approval is required for any work beyond 20 days.
• Travel Support: For project visits outside Colombo, a vehicle, fuel, and meals will be provided, subject to budget approval under the Resolve to Save Lives project.
